EICR & Electrical Testing

An Electrical Installation Condition Report (EICR) is a formal assessment of the condition of electrical installations within a property. Apex carry out EICRs for domestic landlords, homeowners, commercial properties and industrial premises across East Sussex and Kent.

EICRs are carried out by our NICEIC-approved engineers against the requirements of BS 7671. The report assesses the safety and condition of all fixed electrical installations — wiring, consumer units, distribution boards, sockets, switches and accessories — and grades any defects or deviations found using a standard coding system: C1 (danger present, immediate action required), C2 (potentially dangerous, urgent remedial action needed), C3 (improvement recommended) and FI (further investigation required).

For residential landlords, an EICR is a legal requirement under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020. The report must be carried out by a qualified person and renewed at least every five years, or on change of tenancy. Failure to comply carries a fine of up to £30,000. A copy of the report must be provided to tenants and, if requested, to the local authority.

For commercial and industrial premises, the Electricity at Work Regulations 1989 places a legal duty on employers to maintain electrical systems in a safe condition. A periodic EICR is the standard method of demonstrating compliance. We also carry out portable appliance testing (PAT) and can provide combined EICR and PAT programmes for commercial clients.

Is an EICR a legal requirement for landlords in England?

Yes. The Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020 require landlords to have the fixed electrical installation in their rental properties inspected and tested at least every five years by a qualified person, and to provide tenants with a copy of the report. The maximum penalty for non-compliance is £30,000.

What do the C1, C2, C3 codes mean on an EICR?

C1 means danger is present — risk of injury is likely and the issue requires immediate action. A C1 finding means the overall report outcome is unsatisfactory. C2 means potentially dangerous — urgent remedial action is needed. C3 means improvement is recommended but not required for the installation to pass. An EICR with only C3 observations can still receive a satisfactory outcome.

How long does a domestic EICR take?

A typical one or two-bedroom property takes two to three hours. A larger house may take three to four hours. The time varies depending on the number of circuits, the age of the installation and the ease of access to the consumer unit and wiring. We will confirm an expected duration when booking.
